摘 要:基层治理现代化是国家治理体系与治理能力现代化的基石,构建人人有责、人人尽责、人人享有的社会治理共同体是基层治理改革的重要内容。城郊社会原子化特征显著,利益诉求和社会矛盾复杂,亟需进行社会治理改革及治理共同体构建。社会服务购买以提高社会福利和创新社会治理为目标,从公共价值塑造、社会主体赋能、治理主体行为引导和规范三个维度构建社会治理共同体。为防止治理改革的内卷化与形式化,政府还需要进一步加强“放管服”改革,优化民生服务购买资金的投入配置,加强相关制度的建设与拓展信息技术手段的有效应用。The modernization of grassroots governance is the cornerstone of the modernization of the national governance system and governance capabilities.Building a social governance community where everyone is responsible,everyone is diligent,and everyone enjoys is an important content of grassroots governance reform.The characteristics of social atomization in suburban areas are obvious,and interest demands and social contradictions are complex.The social governance reform and the construction of governance community are of great significance to social integration,grassroots stability,and the modernization of governance in China.The government needs to further strengthen the reform of decentralization,management and service,optimize the allocation of investment in the purchase of people’s livelihood services,strengthen the construction of related systems and expand the effective application of information technology means.
