摘 要:政制绩效的比较结果与其合法性密切相关,在比较中优势更多就意味着合法性更强。这种比较是客观存在的,不以人的意志为转移,由于对程序正义的观察逐渐模糊,人们更多地会从结果正义的角度进行评价。政制绩效比较往往会从横向和纵向两个方面展开,其评判要素则包括了性质上的对日常事务和突发公共事件的处理,以及层级上的对高层和基层的绩效水平的考察。另外,为更贴近现实,舆论宣传导向和公共教育的影响必须纳入考量。The comparative results of the political system performance are closely related to its legitimacy,within which more advantages possesses stronger legitimacy.This kind of comparison exists objectively independent on the will of human beings.As the observation of the justice of procedures is gradually blurred,people tend to evaluate the political system performance based on the consequences of justice.The comparison of the political system performance is usually carried out from the horizontal and vertical aspects.The evaluation elements include the handling of daily affairs and public emergencies in nature,as well as the inspection of the performance level of the senior management and the primary level in the hierarchy.In addition,the impact of public advocacy and public education must be taken into account,bringing the evaluation closer to the reality.
