武汉院外急救应对新型冠状病毒肺炎疫情实践与探讨

摘　　要：目的为院外急救体系应对重大传染病疫情防控提供参考。方法回顾自2019年12月29日以来,武汉院外急救体系应对新型冠状病毒肺炎(COVID-19)疫情3个月的实践,从组织管理、调度指挥、急救转运、消洗防护、后勤保障等方面进行分析与总结。结果在应对处置COVID-19疫情3个月的进程中,武汉急救中心紧抓日常院外急救和COVID-19患者转运两条战线,受理120电话24万余次,救治转运4.4万余人次,其中救治转运发热患者1.6万余人次,执行COVID-19患者集中转运5000余人次,实现了COVID-19患者转运“零事故”、COVID-19患者转运专班急救人员“零感染”目标。结论在应对重大突发公共卫生事件时,在院外急救体系构建、120调度指挥平台建设、应急物资储备、队伍建设等方面应予以加强。武汉市急救中心在新型冠状病毒肺炎疫情应对处置上在当前条件下是有效可行的,为以后应对类似重大传染病疫情积累了资料。Objective To provide reference for the emergency system outside the hospital to deal with the epidemic pre‐vention and control of major infectious diseases.Methods Since December 29,2019,the novel coronavirus pneumonia(COVID-19)epidemic situation in Wuhan had been 3 months since the first aid system was launched.The analysis and summary were made from the aspects of wartime organization management,dispatching and command,emergency trans‐port,anti washout protection and logistic support.Results In the three-month process of coping with the COVID-19 ep‐idemic,Wuhan emergency center focused on two fronts:Daily out of hospital first aid and COVID-19 patient transfer.It received more than 240000 calls and more than 44000 transfers,including more than 16000 transfers of fever pa‐tients and centralized transfer of COVID19 patients more than 5000 person times have achieved the goal of"zero ac‐cident"for COVID-19 patient transport and"zero infection"for special shift emergency personnel for covid-19 patient transport.Conclusion In response to major public health emergencies,we should strengthen the construction of out of hospital emergency system,120 dispatching and command platform,emergency material reserve,team building and oth‐er aspects.The Wuhan emergency center novel coronavirus pneumonia is effective and feasible under the current condi‐tions for the treatment of the COVID19 epidemic situation,and has accumulated information for coping with similar major infectious diseases.
