寒潮大风天气下石岛海域锚泊船海事监管问题及对策研究

摘　　要：山东半岛海域冬春季寒潮大风天气频发,石岛锚地海域是北上、南下过路船常选的避风点,避风船舶数量较多,水上事故因而多发。通过分析石岛海域锚泊船监管现状及存在的问题,提出相应海事监管服务的建议与对策,以期规范石岛海域锚泊船秩序,确保船舶通航安全,进一步提升海事执法效能。Cold waves and strong winds frequently occur in the waters of Shandong Peninsula in winter and spring.The Shidao anchorage is a popular shelter for ships sailing to the north and the south.Maritime accidents happen frequently due to the large number of wind-sheltering ships in this area.This paper puts forward suggestions and countermeasures for the maritime administration,based on the study on the current situation of the maritime safety control over vessels at anchor and the existing problems in Shidao anchorage area,in the hope of regulating the order of ships’anchorage to ensure the navigation safety in Shidao waters and improving the effectiveness of maritime law enforcement as well.
