中国“治理”话语的时空规定性及其政治使命

摘　　要：“治理”是一个“被使用”远胜于“被理解”的概念。西方治理概念及其理论自外而内的嫁接式传播与国内治理话语自上而下的组织化传播过程中,存在着治理的话语紊乱问题。在中国国家场域中,治理话语有着特殊的时空规定性。就空间规定性而言,治理是为实现和谐政治生活而采取的整体性政治行动,治理的结构具有一体化特征,治理的职能是政治统治与公共管理的统一,治理的格局是共建共治共享。就时间规定性而言,治理话语是对一般“管理”方法的升华和优化,是从“应对之策”上升为“制度之治”。这种特定的时空规定性,决定了治理话语的政治使命是将中国特色社会主义制度优势更好地转化为治理效能,具体体现为坚持和完善中国特色社会主义制度的制度追求、累积和彰显中国国家制度优势的价值追求、将制度优势转化为治理效能的行动追求、为制度优势向效能转化提供知识储备的学科追求等。“Governance”is a concept that is“used”rather than“understood”.In the process of the western concept and theory of governance spreading from the outside to the inside and the domestic discourse of governance spreading from the top to the bottom,there exists the discourse disorder of governance.In the national field of China,the discourse of governance has its special temporal and spatial characteristics.In terms of spatial regulation,governance is a comprehensive political action taken to achieve harmonious political life.The structure of governance has the characteristics of integration,the function of governance is the unity of political governance and public management,and the pattern of governance is co-construction,co-governance and sharing.In terms of time regulation,governance discourse is the sublimation and optimization of the general“management”method,rising from“coping strategy”to“institutional governance”.This specific spatio-temporal regulation determines that the political mission of governance discourse is to better transform the advantages of the socialist system with Chinese characteristics into governance effectiveness.It is embodied in the institutional pursuit of adhering to and improving the socialist system with Chinese characteristics,the value pursuit of accumulating and highlighting the advantages of China's national system,the action pursuit of transforming institutional advantages into governance effectiveness,and the disciplinary pursuit of providing knowledge reserve for the transformation of institutional advantages into efficiency.
