摘　　要：国家管网集团独立运营后,成品油管道运行模式将由企业内部计划管理为主,逐渐转化为市场多元竞合,综合目前油气改革进程加快、物流业迅猛发展、运输竞争更加激烈等诸多变化,从管理机制、运输价格确定、管网设施建设、管道运行优化等方面,对新形势下成品油管道运行进行分析,并提出相关建议和措施,以提升成品油管道运行效率和效益,保障石油产业链运行顺畅。成品油管道运营单位由三大国家石油公司内部企业转变为外部承运方以后,需与铁路、船运和公路运输公司同台竞争,共同提供承运服务,应建立快捷高效的需求对接机制,管输计划总量和批次输送计划由同一部门对外衔接,制定具备竞争优势的管输价格标准,在成品油管网主干线基本建成的基础上,原归属于三大国家石油公司的管线以及社会管线之间需实现互联互通,增加管道输送品种,对不同主体的油品分罐分储和分批次输送,在智慧管网建设思路上重点关注市场预测和资源衔接,提升智慧管网的适应性等。After the independent operation of National Oil and Gas Pipeline Network Group Company Limited,the operation mode of refined oil pipeline will gradually change from internal plan management to multiple competition and cooperation in the market.With the acceleration of oil and gas reform and marketization,the rapid development of logistics industry,and the fierce competition of transportation,the operation of product oil pipeline is facing many changes.This paper analyzes the operation of refined oil pipeline in the new situation from the perspectives of the management mechanism,the determination of transportation price,the construction of pipe network,and the optimization of pipeline operation,etc.,and puts forward relevant suggestions and strategies to improve the efficiency and benefit of the oil pipeline,and ensure the smooth operation of the oil industry chain.After the operating organization of refined oil pipeline is transformed from an internal enterprise of the three major oil companies to an external carrier,the organization must compete with railway,shipping and road transportation companies and provide transport services together.Therefore,the organization should establish a fast and efficient demand docking mechanism and a competitive price standard for pipeline transportation.Meanwhile,the same department shall link up the total amount of pipeline transportation plan with the batch transportation plan on the basis of the basic completion of the main trunk line of the refined oil pipeline network,carry out the interconnection and interconnection between the pipelines originally belonging to the three major oil companies and the social pipelines.Moreover,it should increase the variety of pipeline transportation,differentiate the different main body of the oil tank storage and delivery in batches,and focus on market prediction and resource connection in the construction of smart pipe network to improve the adaptability of smart pipe network.
