摘　　要：建党一百年来,中国养老保障制度历经革命、建设和改革的重要历史阶段,实现了从"血缘亲养"到"国家—单位"保障制、"国家—单位—个人"保障制、多层次多支柱养老保障的跨越性改革,形成了别具中国特色的养老保障体系。剖析中国养老保障制度的历史变迁,中国共产党始终以马克思主义为根本指导、以公平正义为价值理念,采取与经济发展和时代任务相适应的渐进式改革策略,努力建立了符合中国历史文化和现实需求的养老保障制度。新时代背景下推动中国养老保障制度的全面发展,应遵循共享发展的原则,打造高质量为老服务体系,实现"老有所依、老有所养"的中国梦。Over the past 100 years since the founding of the Communist Party of China,pension security system in China has gone through an important historical stage of revolution,construction and reform.It has achieved a leap-forward reform from“blood raise”to“state-unit”security system,“state-unit-individual”security system,and multi-level and multi-pillar pension security system,forming a unique pension security system with Chinese characteristics.By analyzing the historical changes of China’s pension security system.The Communist Party of China has always taken Marxism as the guidance,Fairness and Justice as the value orientation,and has taken corresponding to economic development and times mission of progressive reform strategy,and has made great efforts to establish a system in line with the Chinese historical and practical needs of the pension security system.New age to promote the comprehensive development of China’s pension security system,we should follow the principle of Shared Development,create a high-quality service system for the elderly,and realize the Chinese dream of“relying on the elderly and providing for the elderly”.
