筑牢口岸卫生检疫防线 防范和应对国门生物安全风险

摘　　要：本文提出了国境卫生检疫面临的四大国门生物安全威胁,即以呼吸道传染病为主的人传传染病、媒介传染病、物传传染病以及介水和食源性疾病;总结了国境卫生检疫部门针对上述威胁,构筑境外、口岸、境内三道口岸卫生检疫防线的具体举措,特别是针对人传、媒传、物传、食水传途径的生物安全威胁,分别采取加强人员卫生检疫查验、开展口岸病媒生物防控、对进出境货物物品进行查验、监管和处理、开展口岸卫生监督的方式,对构筑口岸卫生检疫防控体系的具体措施进行了总结。This paper presents four major national biosecurity threats facing frontier health and quarantine,namely human-borne infectious diseases,vector-borne infectious diseases,material-borne infectious diseases,and water-borne and food-borne diseases.This article summarizes the specific measures taken by the frontier health and quarantine departments to build three lines of health and quarantine at overseas,port,and domestic ports in response to the above-mentioned threats.In particular,they have taken measures to address the biosecurity threats of human-to-human transmission,vector transmission,material transmission,and food and water transmission.Strengthen personnel sanitation and quarantine inspection,carry out port vector prevention and control,inspect,supervise and handle incoming and outgoing goods and articles,carry out port sanitation supervision,and summarize the specific measures for building port sanitation and quarantine prevention and control system.
