摘 要:在高速公路项目BOT模式下,社会资本联合体的协同程度将直接影响高速公路建设活动的成效。基于此,本文运用扎根理论,从信息、目标、资源、制度、组织管理5个方面构建高速公路BOT项目社会资本联合体协同度评价指标体系,同时将AHP与GFCE法相结合,形成综合评价模型,以确定指标权重及其评价方法。结合具体案例,对所建的指标体系及综合评价模型加以应用,从而有针对性地提出提升社会资本联合体协同程度的有效措施,以期可为同类研究提供参考。Under the highway BOT project, the collaborative degree of the social capital consortium will directly affect the effectiveness of highway construction activities. On this basis, the grounded theory is used to construct an evaluation index system for the synergy of social capital consortium in highway BOT projects from five aspects: information, goals, resources, systems, and organization management. At the same time, it combines AHP and GFCE to form a comprehensive evaluation model to determine Index weight and its evaluation method.Combined with specific cases, the established index system and comprehensive evaluation model are applied, so as to put forward effective measures to improve the synergy of social capital consortium.
