摘 要:基于科学计量学的学术评价是顺应大科学时代学术职业化和学科细分化的产物,由于科学计量学存在结果的不确定性、评价数据的可操纵性、评价指标的效用有限性、评价理念的有偏性等局限,引发了学术界关于定量评价的诸多争议。文章认为,学术评价作为一种政策工具,不仅要具备工具理性,还要兼顾人文关怀;不仅要考虑数量等形式化指标,还要重视质量、效用等内容性指标;不仅要考虑期刊、著作等传统学术成果,还要考虑网文等新型成果形式;学术定量评价只针对可测量的科研产出,不能将其与科研绩效完全等同起来。Academic evaluation based on Scientometrics is a product of academic professionalism and discipline subdivision in the era of big science.Due to the limitations of Scientometrics,such as the uncertainty of the results,the maneuverability of evaluation data,the limited utility of evaluation indicators and the bias of evaluation concepts,many controversies on quantitative evaluation have been caused by the academic community.The paper believes that academic evaluation,as a policy tool,should not only have the rationality of tools,but also pay attention to humanistic care,should not only consider quantitative and other formal indicators,but also pay attention to quality,utility and other qualitative indicators,should not only consider the traditional academic achievements such as periodicals and books,but also consider new forms of achievements such as online papers.Academic quantitative evaluation is only aimed at measurable scientific research output and can't be completely equated with scientific research performance.
