双重视角下的两岸贸易样态及其影响分析

摘　　要：2011年以来,两岸从有限的制度化合作到全方位的融合发展,大陆始终秉持"两岸一家亲"理念为台湾同胞谋福祉,两岸贸易始终是台湾经济发展的重要动力来源。2011年两岸开启制度化合作进程,ECFA框架下货物贸易早收计划不仅取得显著成效,而且早收计划的政策张力驱动岛内早收货品贸易扩张、相关投资扩大和就业增长。然而,2016年民进党上台执政即中止了ECFA后续协商,两岸制度化合作受阻,面对台海形势变化,习近平总书记提出两岸经济社会融合发展的新论述,指引新时期对台工作的理论与实践,开创了两岸贸易合作的新篇章,拓展了两岸贸易的空间,强化了两岸贸易的韧性,促进岛内经济增长。大陆日益增长的影响力和发展潜力将继续主导两岸贸易合作的大局,为两岸贸易发展创造新机遇。Since 2011,the two sides of the Taiwan Strait have gone from limited institutionalized cooperation to comprehensive integration and development,the Mainland has always upheld the concept of"One Cross-Strait One Family"for the well-being of Taiwan compatriots,and Cross-Strait trade has always been an important source of driving force for Taiwan’s economic development.In 2011,the two sides of the Taiwan Strait started the process of institutionalized cooperation,and the policy extension of the early harvest plan for trade in goods under the ECFA framework drove the expansion of the island’s early harvest trade,the related investment expansion and employment growth.However,when the DPP came to power in 2016,the ECFA follow-up consultations were suspended.The institutionalized cooperation between the two sides of the strait was hindered.In the face of changes in the situation across the Taiwan Strait,General Secretary Xi Jinping put forward important statements on the development of cross-strait economic and social integration,guiding the theory and practice in the new era,openning a new chapter in cross-Strait trade cooperation,expanding the space for cross-Strait trade,strengthening the resilience of cross-Strait trade,and promoting the economic growth on the island.The mainland’s growing influence and development potential will continue to dominate the overall situation of cross-strait trade cooperation and create new opportunities for cross-Strait trade development.
