摘　　要：基于产学研三方角度,从技术投入、技术产出、技术发展环境3个方面构建区域技术创新能力评价指标体系,运用因子分析法提取企业创新能力、学研方创新能力和教育环境影响3个公因子,对江苏省技术创新能力进行评价和分析。结果表明:企业创新能力对区域整体技术创新能力影响最大,学研方创新能力次之,教育环境的影响有限;江苏省整体创新能力居于国内领先水平,其中企业创新能力水平较高,但学研方创新因子和教育环境因子表现欠佳。因此,提出江苏省要提升整体技术创新能力,需要依托实施长三角一体化战略构建创新共同体,着力提升研发机构的投入产出水平,并继续维持高水平的企业创新能力和优越的教育环境。Based on the perspective of industry,university,research and research,this paper constructs an evaluation index system of regional technological innovation ability from three aspects of technological input,technological output and technological development environment,and uses the factor analysis method to extract three common factors,namely,enterprise innovation ability,university research innovation ability and educational environment influence,to evaluate and analyze the technological innovation ability of Jiangsu province.The results show that the enterprise innovation ability has the greatest influence on the overall technological innovation ability of the region,followed by the innovation ability of the university and research institute,and the influence of the educational environment is limited.The overall innovation ability of Jiangsu is at the leading level in China,among which the innovation ability of enterprises is high,but the innovation factor and the educational environment factor of university and research institute are poor.Therefore,the paper suggests that to improve the overall technological innovation ability of Jiangsu province,it is necessary to construct an innovation community based on the implementation of the Yangtze River Delta integration strategy,focus on improving the input-output level of research and development institutions,and continue to maintain a high level of enterprise innovation ability and excellent education environment.
