摘　　要：战略规划编制是全面总结过去、准确把握现在和科学谋划未来的重要工具和载体。以公立医院战略规划编制为研究对象,借鉴战略量化管理理论,以河南省人民医院"十四五"战略规划编制为实践案例,以健全战略规划编制组织管理为逻辑起点,以"全面量化评估"十三五"成绩、分析问题与挑战、明确战略定位为切入点,以量化分解"十四五"战略目标、规划重点工程、谋划重点项目、健全保障措施"为实现路径,以"开门问策、集思广议、咨询论证、跟踪评价"为实施策略,探索编制了河南省人民医院以"双高"目标为引领,以"五大战略行动"和"十大工程"为支撑的"十四五"规划编制纲要,以期为公立医院编制战略规划提供参考和借鉴。Strategic planning is an important tool and carrier for comprehensively summarizing the past,accurate⁃ly grasping the present and scientifically planning the future.Through taking the strategic planning of public hospitals as the research object,using the strategic quantitative management theory for reference,taking the 14th Five-year Plan strategic planning of Henan Provincial People’s Hospital as the practical case,regarding the sound organization and management of strategic planning as the logical starting point,taking the approach of comprehensively quantifying the achievements of the 13th Five-Year Plan,analyzing problems and challenges,defining the strategic position,taking“quantifying the strategic objectives of the 14th Five-Year Plan,planning key projects,planning key projects and improving safeguard measures”as the path,taking the strategy of“opening the door to ask for advice,gathering opinions,consulting and demonstrating,and follow-up evaluation”,the research explored and compiled the“double-high”goal of the People’s Hospital of Henan Province,drawing up the outline of the 14th Five-Year Plan supported by the“Five Strategic Actions”and“Ten projects”,in order to provide reference and reference for public hospitals to draw up the strategic plan.
