摘　　要：形势分析是公立医院编制战略规划的重要前提和基础。医院内外部环境和自身优势、劣势分析,是找准医院发展定位、发现自身优势与不足和寻求竞争优势的关键环节,也是新形势下推动医院高质量发展的逻辑必然。以河南省人民医院为例,首先采用PEST分析法对医院宏观发展形势进行分析,在此基础上结合SWOT分析法构建了SWOT-PEST分析矩阵,对医院进行基于优势、劣势、机遇和挑战视角的PEST分析,综合分析河南省人民医院所面临的内外部发展形势、问题、机遇和挑战,为医院"十四五"发展战略规划编制提供决策参考和循证依据。Situation analysis is the important premise and foundation of strategic planning for public hospitals.The analysis of the internal and external environment,advantages and disadvantages of the hospital is the key link to find out the orientation,advantages and disadvantages of the hospital and seek the competitive advantages.Taking the Henan Provincial People’s Hospital as an example,the article first uses the PEST analysis method to analyze the macro development situation of hospital,and on this basis,combines with SWOT analysis method to construct a SWOT-PEST analysis matrix,and analyzes the PEST situation of hospital based on perspectives of advantages,disadvantages,opportunities and challenges.The the article comprehensively discusses the internal and external development situation of Henan Provincial People’s Hospital,as a reference for the preparation of the hospital’s“14th Five-Year”development plan and related decision-making.
