摘　　要：全面量化总结评估"十三五"发展规划是科学谋划医院未来发展战略的核心和关键,是医院可持续发展的重要保证,也是医院高质量编制"十四五"发展规划的重要循证依据。以河南省人民医院为例,以全面量化总结评估医院"十三五"发展目标为导向,以战略量化管理理论、战略地图和平衡积分卡相关理论为基础,综合借鉴国家三级公立医院绩效评价指标体系和医院现行绩效考核指标体系,从医疗质量、运营效能、持续发展、满意度等4个维度构建了全面量化总结评估"十三五"发展规划三级绩效监测评价指标体系。为科学有效总结评估"十三五"发展成就和动态监测评价"十四五"发展提供参考和借鉴。A comprehensive quantitative summary assessment of the“13rd Five-Year Plan”is the core and key to plan the future development strategy of the hospital scientifically,and is an important guarantee for the sustainable development of the hospital,as well as an important evidence-based basis for the high-quality preparation of the“14th Five-Year Plan”.Through taking Henan Provincial People’s Hospital as an example,the paper takes the com⁃prehensive quantitative summary assessment of the Hospital’s“13rd Five-Year Plan”development goals as the ori⁃entation,based on the theory of Strategic Quantitative Management,Strategic Map and Balanced Score Card,the performance evaluation index system of national tertiary public hospitals and the current performance assessment in⁃dex system of the hospital are used for reference.A comprehensive quantitative evaluation three-level index system for monitoring and evaluating the performance of the“13rd Five-Year Plan”is explored and constructed in four di⁃mensions,i.e.medical quality,operational efficiency,sustainable development and satisfaction,in order to provide reference for scientific and effective summary assessment of the 13rd Five-Year Plan development achievements and dynamic monitoring and evaluation of the 14th Five-Year Plan development.
