摘　　要：社会责任体系建设是公立医院公益属性彰显的内在要求,也是新时代公立医院体现社会责任担当的重要内容。研究以某省级大型综合医院编制"十四五"战略规划为背景,按照其功能定位要求,结合案例分析、文献研究和深入访谈等结果,以实现患者、职工、政府和社会四方满意为目标,从内部责任体系和外部责任体系两个维度,尝试构建了涵盖医疗质量与安全、患者医疗负担和就医体验、医院职工合法权益、医院内部治理能力、优质医疗资源扩容下沉、公共卫生应急防控与慢病防治、供应链生态系统价值共创和节能减排与环境保护等8个方面内容的社会责任体系建设规划,为不同级别公立医院在新时期履行社会责任担当提供参考借鉴。The construction of social responsibility system is an internal requirement for public hospitals’non⁃profit nature and also an important content for their social responsibility in the new era.Based on a large provincial comprehensive hospital strategic planning in the“14th Five-Year Plan”period,in accordance with the function posi⁃tioning,the results of case analysis,literature study and in-depth interviews are combined,it is proposed to build the social responsibility system construction plan including medical quality and safety,patients’medical burden and medical experience,legal rights and interests of hospital staff,internal governance capacity of hospitals,expan⁃sion and decline of high-quality medical resources,prevention and control of public health emergency and chronic disease,value co-creation of supply chain ecosystem,energy conservation and emission reduction and environmen⁃tal protection from the internal and external responsibility system,in order to achieve the satisfaction goals of pa⁃tients,hospital staff,government and social groups,in order to provide reference for fulfilling their social responsi⁃bilities of public hospitals of different levels.
