双循环新发展格局下国内消费扩容升级研究

摘　　要：构建双循环新发展格局是未来一段时期中国经济发展的重要战略选择。消费是经济增长的持久动力,在培育强大国内市场、畅通双循环中发挥基础性作用。国内消费扩容升级既能为国内大循环提供动力源,又能促进外循环,协调双循环良性发展。国内消费扩容升级的潜力主要来源于居民收入水平持续攀升,中等收入群体不断壮大;经济结构持续改善,消费支出比例有较大增长空间;乡村振兴步伐加快,农村消费潜力得到释放;社会保障体系不断完善,消费金融供给弹性较强。双循环新发展格局下国内消费扩容升级应统筹推进供给侧改革和需求侧管理,综合施策释放居民消费潜力,培育壮大消费增长新动能,精准发力吸引海外消费回流,在更高水平上实现供需动态平衡,推动经济社会高质量发展。It is an important strategic choice for China’s economic development in the future to build a new“dual circulation”development pattern.Consumption is the lasting power of economic growth,and plays a fundamental role in cultivating a strong domestic market and smooth dual circulation.The expansion and upgrading of domestic consumption can not only provide the power source for the domestic economic cycle,but also promote external cycle,so as to coordinate the benign development of the dual circulation.The potential of domestic consumption expansion and upgrading mainly comes from the continuous rise of residents’income level and the continuous growth of middle-income groups,the continuous improvement of economic structure and the large growth space of consumption expenditure proportion,the accelerated pace of Rural Revitalization and the release of rural consumption potential,the continuous improvement of social security system and the strong elasticity of consumer finance supply.Under the new dual circulation development pattern,the expansion and upgrading of domestic consumption needs to promote the supply side reform and demand side management as a whole,comprehensively implement policies to release the consumption potential of residents,cultivate and expand the new momentum of consumption growth,accurately make efforts to attract the return of overseas consumption,realize the dynamic balance of supply and demand at a higher level,and promote the high-quality development of economy and society.
