摘　　要：伴随着我国社会经济的高速发展和快速增长,人民群众对旅游、出行需求的相应增加,我国机动车的保有量持续走高的同时,交通事故的不断发生也困扰着交通管理者和驾驶人。在对交通事故"控大减量"的新形势下,改革原有的交通事故处理模式弊端,创建一个适用新形势下的满足群众新诉求的道路交通事故处理模式势在必行。With the rapid development and rapid growth of the social economy,people’s demand for tourism and travel has increased correspondingly.While the number of motor vehicles continues to rise,the continuous occurrence of traffic accidents also troubles traffic managers and drivers.Under the new situation of "controlling and reducing the amount of traffic accidents",it is imperative to reform the shortcomings of the original traffic accident handling model and create a road traffic accident handling model that meets the new demands of the masses under the new situation.
