财政支农支出的区域差异及动态演进——以中国粮食主产区为例

摘　　要：基于2007—2018年中国粮食主产区面板数据,文章运用Dagum基尼系数和核密度估计对粮食主产区财政支农支出的区域差异及动态演进行了实证分析。研究表明:粮食主产区财政支农支出水平呈现空间非均衡特征,且部分地区存在微弱的极化现象及趋势;财政支农支出在地区间具有层次性差距,超变密度造成财政支农支出差距的主要原因;密度函数均出现不同程度的右拖尾现象,部分省市财政支农支出之间差距有进一步扩大趋势。据此,文章从优化财政转移支付制度、构建有序协调互补的财政支农资源配置体系、实行差别化的财政支农政策等方面提出相应的政策建议。Based on the panel data of China's main grain production areas from 2007 to 2018,this paper uses the Dagum Gini co-efficient and kernel density estimation to conduct an empirical analysis of the regional differences and dynamic performance of financial support for agriculture of the main grain production areas.The research shows that:The level of financial support for agriculture in the main grain production areas is spatially unbalanced,and there are weak polarization phenomena and trends in some areas.There are different levels of financial support for agriculture among regions,and the main reason for the gap in financial support for agriculture due to ultra-variable density.The density functions all show the phenomenon of right tugging at different degrees,and the gap between finan-cial support for agriculture in some provinces has a further widening trend.The liquidity of different financial support for agriculture is low,but the overall trend is on the rise.Accordingly,some policy implications are proposed from the aspects of optimizing the fiscal transfer payment system,constructing an orderly,coordinated and complementary fiscal resource allocation system for agriculture,and implementing differentiated financial support policies for agriculture.
