摘　　要：党和政府一直将稳定粮食价格、保障粮食安全作为各项工作的重中之重。分析了粮食价格波动的成因,指出了粮食价格波动对粮食生产、农民收入及物价水平的影响,并从实施适度的粮食价格保护、设立粮食价格风险保障基金和采取粮食价格风险对冲策略3个方面提出了应对粮食价格波动的对策建议。Our government has always made stabilizing food prices and ensuring food security the top priority of all work.This article analyzes the causes of grain price fluctuations,points out the impact of grain price fluctuations on grain production,farmers’income and price levels.We give policy suggestions from three aspects of implements appropriate grain price protection measures,establishes food price fluctuation risk protection funds and adopts grain price fluctuation risk hedging.
