摘　　要：军人退役安置关系到军人权益保障、军队建设乃至国家治理能力的提升。在社会发展与转型中,我国军人退役安置经历了从零散性、间断性到制度化、规范化的变迁过程。面对新时代新形势,现行退役军人安置制度暴露出制度体系不均衡、制度单向度高、制度执行力弱等痼疾。为此,坚守人民性立场、加强制度公平性、建立制度双向机制、提高制度执行的法律效力是实现退役军人安置制度优化、建构中国特色现代军人退役安置保障制度的必然选择。The retirement settlement system concerns veterans’rights and interests guarantee,army building and the improvement of national governance capabilities.In the process of social development and transformation,the retirement settlement system has gone through changes from fragmentation and intermittence to institutionalization and standardization.In the new era,the current retirement settlement system shows demerits featuring imbalance,high unidirectionality,and weak implementation of the system.Adhering to the people’s position,we should strengthen the fairness of the system,establish a bidirectional mechanism of the system,and improve the legal effect of the implementation of the system,which are the necessary measures to realize the optimization of the retirement settlement system and build a modern retirement settlement system with Chinese characteristics.
