摘 要:2015年国家出台了环保法规GB 31570—2015《石油炼制工业污染物排放标准》,标准规定烟气SO_(2)排放浓度小于100 mg/m^(3)。随着油品质量升级,中国石化北海炼化有限责任公司配套的硫磺装置产能显著不足,硫磺装置面临着扩能和减排双重压力。因此,对硫磺装置进行扩能和减排适应性改造,并对改造后的装置进行了系统运行考核。结果表明,装置硫磺产量可以提高至90 kt/a,产能提高40%以上。在此工况下,装置运行能耗低,单程硫转化率和总硫回收率高,烟气SO_(2)排放浓度小于100 mg/m^(3),满足GB 31570—2015要求。各项运行指标良好,达到了预期的效果,满足装置提标和扩能改造要求。In 2015, the environmental protection regulation GB 31570—2015 Emission standard of pollutants for petroleum refining industry was issued. The regulation stipulates that the emission concentration of SO_(2) in flue gas should be less than 100 mg/m^(3). With the upgrading of oil quality, the capacity of the supporting sulfur unit of SINOPEC Beihai Company was significantly insufficient, and the sulfur unit was facing the dual pressure of capacity expansion and emission reduction. Therefore, the capacity expansion and emission reduction adaptability of the sulfur unit were reformed, and the performance of the reformed unit was systematically evaluated. The results showed that the maximum capacity of the unit can be increased to 90 kt/a, and the operating load can be increased by more than 40%. Under this condition, the unit had low energy consumption, high single pass sulfur conversion rate and total sulfur recovery rate, and SO_(2) emission concentration of flue gas was less than 100 mg/m^(3), which met the requirements of GB 31570—2015. The operation indexes were good, the expected effect was achieved, and the requirements of upgrading and capacity expansion were met.
