摘　　要：基于公共物品理论和协同创新理论,推断政府科技投入与区域内产学研协同对创新效率的影响,运用DEA-SBM算法、灰靶理论模型和Tobit模型,利用2009-2017年间的统计数据加以检验。结果显示,政府科技投入抑制了总体创新效率和东、中、西部的区域创新效率;区域内产学研协同对总体的创新效率存在提升效应,对东部和中部地区的创新效率的提升效应显著,对西部地区创新效率不存在显著影响。据此,结合科技治理理论,本研究提出构建多元化的科技投资主体结构,制定完善的科技财政转移支付制度,探索多元投资主体协同的监督和约束机制,促进区域内部的协同创新,以提升中国各区域创新效率的对策与建议。Based on the theory of public goods and collaborative innovation,this paper deduces the impact of government financial technology input and regional Industry-University-Research collaborative innovation on the innovation efficiency.DEA-SBM algorithm,grey target theory model and Tobit model are used to test the innovation efficiency by using statistical data from 2009 to 2017.The results show that government financial technology input has a negative impact on the innovation efficiency of the Eastern region,the Central regions and the Western regions.Industry-University-Research collaborative innovation degree helps to improve the innovation efficiency of the Eastern and Central regions,but has no significant impact on the innovation efficiency of the Western regions.Accordingly,this paper proposes to build a diversified structure of the main body of technology input,formulate a sound system of transfer payment of science and technology finance,explore the supervision and restraint mechanism of the multi-body cooperation of research investment,and promote collaborative innovation within and among regions,so as to enhance the innovation efficiency of all regions in China based on the theory of science and technology governance.
