推进烟草行业高效能治理的理论和实践思考

摘　　要：2021年全国烟草工作电视电话会议明确提出要扎实推进烟草行业高效能治理。从理论上分析,推进烟草行业高效能治理,应按照过程和结果相统一、手段和目的相融合、当前和长远相衔接的要求,注重以先进治理理念为引领,努力实现治理体系、治理结构、治理手段、治理能力协同互促,持续创造更加优异的治理绩效。在实践中,应把坚持党的全面领导作为根本保证,把深化改革创新作为第一动力,把提升行业软实力作为重要抓手,把提高队伍综合素质作为关键任务,努力把专卖制度优势更好转化为行业治理效能。The 2021 National Tobacco Industry Teleconference made a proposal to improve the governance efficiency of tobacco industry steadily.Theoretically,in compliance with the requirements of unifying procedures and results,integrating means and objectives,and linking current and long-term goals,the tobacco industry should strive to coordinate governance system,governance structure,governance means and governance capability,and continuously improve governance performance.In practical,the industry should uphold and strengthen Party leadership,deepen reform and innovation,enhance soft power of tobacco industry,improve the comprehensive quality of workforce to better transform the advantages of tobacco monopoly system into improving the governance efficiency of tobacco industry.
