新发展格局下广州航空物流发展策略

摘　　要：2020年受新冠疫情影响,广州航空货邮量下降程度高于国内其他城市机场,与往年领跑增速形成鲜明对比。为找出疫情下广州航空物流下降原因,研究确定大量对比数据下的影响因子。首先,对比航空运力和通关时间数据发现,上海、深圳机场采取增加国际运力尤其是欧美国家运力、提高通关效率等措施对货邮正增长起到积极促进作用;其次,对比物流设施效率与供给、产业发展数据发现,白云机场货运设施不完善、物流用地供给不足、临空产业供应链服务能力弱是制约发展的内在因素;最后,结合新发展格局战略要求及广州国际航空中心发展定位,从完善基础设施建设、促进临空产业集群发展、创新集货组织模式、提高财政精准支持力度等角度提出广州航空物流发展策略建议。Affected by the COVID-19 epidemic in 2020,the decrease degree of air cargo volume in Guangzhou is higher than that in other domestic airports,which forms a sharp contrast with the growth rate leading in previous years.In order to find out the reasons for the decline of Guangzhou's air logistics under the epidemic situation,the study determined the influencing factors under a large number of comparative data.Firstly,by comparing the data of air transport capacity and customs clearance time,it is found that the measures taken by Shanghai and Shenzhen airports to increase the international transport capacity,especially the transport capacity of European and American countries,and improve the customs clearance efficiency play a positive role in promoting the positive growth of cargo and mail.Secondly,by comparing the efficiency and supply of logistics facilities and the industrial development data,it is found that the development of Baiyun Airport is restricted by the internal factors such as the imperfect cargo facilities,the insufficient supply of logistics land and the weak service ability of the aviation industry supply chain.Finally,in combination with the strategic requirements of the new development pattern and the development orientation of Guangzhou International Aviation Center,suggestions on the development strategy of Guangzhou aviation logistics are put forward from the perspectives of improving the infrastructure construction,promoting the development of aviation industrial clusters,innovating the cargo collection organization model,and improving the precise financial support.
