摘　　要：自中共中央、国务院《关于禁毒工作的意见》中对严厉打击毒品资金交易与涉毒洗钱犯罪提出明确要求以来,各地公安禁毒部门更加重视相关工作的开展,但同时发现工作中存在打击效果不佳,涉案财物管理、处置效率低等实践问题。域外禁毒工作开展较早的国家多将毒品犯罪收益分享给参与联合调查的各部门,作为预防、打击毒品犯罪与下游洗钱犯罪的资金支持,建立了切实可行的毒品犯罪收益返还制度。这种做法可以为我国禁毒工作提供有益经验。Since the"Opinions on Narcotics Control"of the Central Committee of the Communist Party of China and the State Council"made clear requirements for severely combating illicit financial flows of drug and drug-related money laundering,local public security narcotics control departments have constantly attached great importance to related work.But at the same time,they have found out several practical problems including ineffectual cracking down and the low efficiency of the management and handling of the property involved.Foreign countries that have carried out anti-drug work earlier usually share the profit of drug-related crimes with other departments participating in the joint investigation,which are used as the financial support for preventing and combating drug-related crimes and downstream money laundering crimes,and have established a practical and feasible profit of drug-related crime sharing system.This approach can provide useful experience for narcotics control in China.
