公共卫生社区治理绩效:一个社会信任的分析视角

摘　　要：作为一种非正式制度资源,社会信任能够实现信息获得、心理疏导、促成社区治理主体的协调合作,打破政府在社区治理中唱“独角戏”的困境,是提升社区治理能力的关键着力点。本文构建了社会信任通过信息获得、心理疏导和协调合作影响公共卫生社区治理绩效的多重中介模型,以期全面深入地展现社会信任影响社区治理绩效的具体路径。基于网络问卷调查数据,运用结构方程模型分析发现,社会信任、心理疏导和协调合作均直接影响公共卫生社区治理绩效,信息获得对公共卫生社区治理绩效没有直接影响;特定中介效应分析发现,社会信任主要通过协调合作来影响公共卫生社区治理绩效,协调合作是社会信任影响公共卫生社区治理绩效最关键的中介变量,心理疏导的中介作用次之,由信息获得承载的特定中介效应不具有显著性。本文的研究为提高公共卫生社区治理绩效提供了一个理论视角和政策指导。As an informal institutional resource,social trust can achieve information acquisition and psychological counseling,facilitate coordination and cooperation among community governance subjects,and break the dilemma that the government plays a“one-man show”in community governance,which is the key point to the improvement of community governance capacity.This paper builds a multiple intermediary model of social trust that affects public health community governance performance through information acquisition,psychological counseling,and coordination and cooperation,with a view to provide full and in-depth picture of the specific path of social trust affecting community governance performance.Based on the network questionnaire survey data and using structural equation model analysis,it was found that social trust,psychological counseling,and coordination directly affect public health community governance performance,and information acquisition has no direct impact on public health community governance performance;the analysis of specific mediating effects found that social trust mainly affects public health community governance performance through coordination and cooperation,and coordination and cooperation is the most critical mediating variable that social trust affects public health community governance performance,followed by the intermediary role of psychological counseling,and the specific intermediary effects carried by information acquisition are not significant.The research in this paper provides a theoretical perspective and policy guidance for improving the performance of public health community governance.
