农业水价改革背景下用水户农业水费缴纳意愿及影响因素研究——基于南方灌区的调查

摘　　要：基于南方灌区660份调查问卷,借助二元Logistic模型,探讨用水户水费缴纳意愿及影响因素。调研结果显示,29.09%的用水户愿意缴纳农业水费。实证结果表明用水户水费缴纳意愿主要受个体特征、家庭特征、灌溉用水特征及水价改革认知特征的影响。其中,年龄、身份、农业收入占比、种植面积、种植季数、灌溉服务满意程度及是否了解水价改革政策正向显著影响水费缴纳意愿,灌溉用水供应情况负向显著影响水费缴纳意愿,其他变量影响不显著。为引导用水户积极参与农业水价改革,增强用水户水费缴纳意愿和水商品意识,确保实现新一轮农业水价改革目标,一要确保灌区水资源高效稳定供应,二要转变灌区职能增强服务能力,三要加大水价改革政策宣传力度。Based on 660 survey data of water users in South China irrigation district,this paper explores water users’willingness to pay agricultural water fees and its influencing factors with the help of binary logistic model.The survey results show that 29.09%water users are willing to pay agricultural water fees.The empirical results indicate that water user’s willingness to pay is mainly influenced by the individual characteristics,family characteristics,irrigation water characteristics and the water price reform cognitive characteristics.Among them,age,identity,agricultural income proportion,planting area,satisfaction of irrigation services and the water price reform policy knowledge positively affect the willingness to pay,and the number of cropping seasons and irrigation water supply negatively,while other variables not significant.In order to guide water users to participate actively in the agricultural water price reform and enhance their willingness to pay water fees,and ensure to achieve the goal of new round agricultural water price reform,we should take the following measures.Firstly,some polices should be made to ensure the efficient and stable supply of water resources in irrigation district;secondly,we need to change the function and enhance service ability;and thirdly,we need to intensify the publicity of water price reform policies.
