“三海倡议”与“一带一路”能源合作对接

摘　　要：能源互联互通是“一带一路”与沿线国家和地区实现合作发展的重要载体与引擎。在中东欧地区,“三海倡议”所倡导的“南北能源走廊”计划与“一带一路”的能源发展理念不谋而合。“三海”地区的能源基础设施、能源储备和消费市场以及能源结构转型等方面都是“一带一路”值得展开合作的具体领域,“三海”地区自主发展的需求与俄罗斯寻求能源合作伙伴的意图客观上也为“一带一路”与“三海倡议”开展能源合作创造了机会。由于“三海”地区历史上长期处于周边大国影响和控制之下,社会经济发展的自主性受限,整个“三海”地区的发展速度缓慢,难以承接“一带一路”带来的大型能源合作项目。在美俄“三海”能源博弈十分激烈的背景下,“一带一路”与“三海倡议”的能源对接合作将面临多种因素的复杂影响。Energy interconnection has become an important conduit and engine for the cooperation and development for countries and regions that are part of the Belt and Road Initiative(BRI).In Central and Eastern Europe,the“North-South Energy Corridor”and other plans advocated by the“Three Seas Initiative”(3SI)coincide with the BRI’s ideas about energy development.Possible issues for cooperation with the BRI include the 3SI region’s energy infrastructure,energy reserves and consumer markets,and energy structure transformation.Opportunity for cooperation with the BRI is created because the region’s need for independent development will lead it into energy cooperation with Russia.Since economic development in the 3SI countries has been relatively slow because of their inability to develop their social economy independently due to the influence and control of neighboring powers for a long time in history,it is difficult for them to undertake large-scale energy cooperation projects with the BRI.In the context of the intense energy competition in the region between the United States and Russia,energy cooperation between the BRI and the 3SI need to take into account the above factors.
