摘 要:以创新生态系统理论为基础,构建一个既能反映国际科技创新中心动力来源、又能协调创新要素与创新环境之间相互关系的“四链”融合发展的理论框架,这是一种跨组织共生式协同创新发展新范式。其核心是由科技导向型产业链、科技创新链、科技资金链、科技服务链构成的“四链”,通过相互融合、相互作用,优化创新生态系统,提高区域创新效率,协同建设高水平的国际科技创新中心。基于这个理论框架,在对现实基础和制约因素进行客观研判的基础上,提出建设粤港澳大湾区国际科技创新中心的对策建议。The paper constructs a theoretical framework of"four chain"integration development,which can not only reflect the power source of global science and technology innovation center,but also coordinate the relationship between innovation elements and innovation environment.This is a new paradigm of cross organizational symbiotic collaborative innovation.Its core is the"four chains"composed of science and technology oriented industry chain,science and technology innovation chain,science and technology fund chain,and science and technology service chain.Through mutual integration and interaction of the"four chains",it can optimize the innovation ecosystem and improve the efficiency of regional innovation,furthermore collaboratively build a high-level global science and innovation center.Based on this theoretical framework,and judgment of realistic foundation and restrictive factors,this paper puts forward some suggestions on how to build a global science and technology innovation center in Guangdong-Hong Kong-Macao Greater Bay Area.
