摘　　要：基于广东省科技计划项目监测管理的新要求及挑战,在研究分析广东省科技计划项目监测体系建设现状的基础上,借鉴科技计划项目信息化监测的研究成果与成功案例,探讨基于数据驱动的科技计划项目监测模型,开展广东省科技计划项目数据监测管理机制研究,分析科技计划项目全过程管理关键风险点,设计科技计划项目全程监测系统。基于以上理论,开发广东省科技计划项目监测平台,有效解决传统科技计划项目监测管理模式效率低、监管零散、信息被动等问题,实现精准化、智能化、自动化的科技计划项目监测管理服务。This article is aimed at the new requirements and challenges of the monitoring and management of Guangdong province science and technology plan projects,by studying and analyzing the current situation of monitoring system construction of Guangdong province science and technology plan projects.The article draws lessons from the research results and successful cases of informatization monitoring of science and technology plan projects,explores the data-driven monitoring model of science and technology plan projects,carries out the research on the data monitoring and management mechanism of the science and technology plan projects in Guangdong Province,analyzes the key risk points of the whole process management of the science and technology plan projects,and designs the whole process monitoring system for the science and technology plan projects.Based on the above theory,"Guangdong Province Science and Technology Plan Project Monitoring Platform"is built,which can effectively solve the problems of low efficiency,scattered supervision and passive information of traditional science and technology plan project monitoring and management mode,and achieve accurate,intelligent and automatic monitoring and management services for science and technology plan projects.
