摘　　要：《俄中睦邻友好合作条约》以法律形式确定了两国关系的基调:世代友好,永不为敌。这份极为重要的国际法文件得以签署,无疑是20世纪90年代俄中双边关系迅猛发展的结果。然而,《条约》签署的意义不仅在于俄罗斯联邦有史以来首次把同中华人民共和国交往的原则以法律形式固定下来,而且确定了一些对进一步发展俄中两国合作产生重要影响的全新理念。此后,依据《条约》起草的数百份双边文件,对两国在各个领域的合作发挥了调节作用。《条约》依然是俄罗斯同中国发展全方面伙伴关系的有效工具,俄罗斯愿意继续挖掘《条约》的潜能。我相信,俄罗斯和中国将会继续按照《条约》的精神和主旨,采取和平与协商的方式巩固睦邻友好合作关系,以造福两国人民和在世界上实现公平正义。The Treaty of Good-Neighborliness and Friendly Cooperation between the Russian Federation and the People’s Republic of China has laid down both countries’ aspiration for peace in legal form so that they will remain friends forever and never become enemies. The signing of this extremely important document of international law is undoubtedly the result of the rapid development of Russia-China bilateral relationship in the 1990s. However, the significance of the signing of the Treaty lies not only in the fact that it is the first time in history that the Russian Federation set out the principle in dealing with the People’s Republic of China, but also in determining brand-new concepts that have in-depth impacts on the further development of Russia-China cooperation. Since then, hundreds of bilateral documents, drafted in accordance with the Treaty, have played a regulatory role in various fields for their bilateral cooperation. The Treaty is still an effective tool for Russia to develop all-round partnership with China, and Russia is willing to continue to tap potentials of the Treaty. Through peaceful and consultative approaches in accordance with the Treaty, I believe that Russia and China will continue to consolidate our good-neighborly, friendly and cooperative relations so as to both benefit our peoples and achieve fairness and justice globally.
