变革环境中的地方政府发展研究:一个基于组织发展理论的分析框架

摘　　要：当今世界正在经历一次前所未有的大变革,各类组织必须克服惰性,积极应对,方能在变革环境中展现强大的生命力。而政府作为典型的公共组织,由于受到行政官僚制的影响,其组织惯性、惰性作用更强,应对变革和主动创新的动力尤其不足。组织发展则是提高组织面对不确定性环境的灵活性、适应性、创造性并获得持续成长的有效路径,而政府发展就是政府能力的发展,以地方政府发展作为研究对象,基于组织发展理论,将地方政府与环境的互动分为两个方面:通过学习与协同激发内生力,同环境相互嵌入与融合强化外张力,从而促进政府发展,这一理论框架的现实回应包括建设治理共同体、优化营商环境、“放管服”改革、城市生命体治理理念等公共管理实践,并以推动政治民主化与行政现代化为目标,提出了相应的具体政策建议。Today’s world is undergoing an unprecedented great change. All kinds of organizations must overcome inertia and actively respond to it in order to show strong vitality in the changing environment. As a typical public organization,due to the influence of the administrative bureaucracy, the inertia and inertia of the government are stronger, especially the lack of motivation to deal with the reform and active innovation. Organizational development is an effective way to improve the flexibility, adaptability, creativity and sustainable growth of organizations in the face of uncertain environment,while government development is the development of government capacity. Taking the development of local government as the research object, based on the theory of organizational development, this paper divides the interaction between local government and environment into two aspects: stimulating endogenous force through learning and collaboration,integrating with the environment the practical response of this theoretical framework includes the construction of governance community, the optimization of business environment, the reform of "deregulation, management and service",the concept of urban life body governance and other public management practices. In order to promote political democratization and administrative modernization, this paper briefly puts forward the corresponding specific policy recommendations.
