政治参与如何影响城乡居民的政治绩效评价?——基于CGSS2015数据的实证研究

摘　　要：基于中国综合社会调查(CGSS2015)数据,探讨政治参与对城乡居民政治绩效评价的影响。研究结果发现:(1)农村居民的公共服务总体满意度略低于城市居民,但其政府工作满意度和社会基础服务满意度都要明显高于城市居民。综合而言,农村居民的政治绩效评价要明显高于城市居民。(2)政治参与对城乡居民的政治绩效评价具有非常显著的积极影响——在居委会或村委会选举中参与过选举投票的居民,其政府工作满意度、社会基础服务满意度和公共服务总体满意度均要高于没有参与过选举投票的居民。(3)政治参与对居民的政府工作满意度和社会基础服务满意度的影响,没有体现出明显的城乡差异,但其对公共服务总体满意度的影响,却存在显著的城乡差异——政治参与对公共服务总体满意度的积极影响,在城市居民中要相对更大。因此,在选举投票率远低于农村居民的背景下,提高制度化政治参与水平,对于提升城市居民的政治绩效评价,进而缩小城乡居民的政治绩效评价差距更具现实意义。Based on the data of CGSS2015,this study explores the effect of political participation on urban and rural residents’evaluation of political performance.The results show that(1)the evaluation of political performance of rural residents is significantly higher than that of urban residents.In terms of satisfaction with government job,government public service score and overall satisfaction with public service,rural residents are higher than urban residents.(2)Political participation has a very significant positive impact on the political performance evaluation of urban and rural residents.Residents who voted in the last committee election had higher satisfaction with government job,higher government public service score and higher satisfaction with overall public service than residents who did not vote in the election.(3)the effect of political participation on the satisfaction with government job and the government public service score,not showed obvious differences between urban and rural areas,but its effect on the overall satisfaction with public service,showing significant differences between urban and rural areas,political participation’s positive impact on the overall satisfaction with public service,is greater than in the urban residents.Therefore,under the background that the voting rate is much lower than that of the rural residents,it is of more realistic significance to improve the political performance evaluation of the urban residents and narrow the gap between the urban and rural residents,by improving the political participation level of urban residents.
