历史沿革视域下的政府投资体制建设

摘　　要：新中国建立以来,政府投资体制建设经历了传统阶段和改革阶段,深刻地变革了中国的经济基础,促进了生产力发展,形成了新的投资格局,取得巨大成就。这个过程中,政府投资决策主体逐步多元化,投资资金来源日趋多样化,投资范围更加科学化,宏观调控体系基本建立。在加快形成以国内大循环为主体、国内国际双循环相互促进的新发展格局的背景下,政府投资体制的建设将得到进一步加强。深化政府投资体制改革,完善政府投资法律制度体系,理顺与之相关的若干关系等举措,将是未来政府投资体制建设的重点。Since the founding of the People’s Republic of China in 1949,the government investment system has gone through the traditional stage and the reform stage,profoundly changing China’s economic foundation,promoting the development of productive forces,forming a new investment pattern and making great achievements.In this process,the government’s investment decision-making bodies have gradually diversified,the sources of investment funds have become increasingly diversified,the scope of investment has become more scientific,and the macro-control system has been basically established.The construction of government investment system will be further strengthened under the background of accelerating the formation of a new development pattern with the domestic cycle as the main body and the domestic and international double cycles mutually promoting.Deepening the reform of government investment system,perfecting the legal system of government investment,straightening out some related relations and so on will be the emphases of government investment system construction.
