宁波舟山港应急物流系统运行绩效评价

摘　　要：突如其来的新冠肺炎疫情,暴露出港口应急物流系统存在许多短板和不足。文章以宁波舟山港为例,构建港口应急物流系统运作绩效评价指标体系,并运用AHP和模糊综合评价法确定指标权重,进行综合评价。研究结果表明:宁波舟山港在应急物流系统运作方面与世界一流港口相比存在一定的差距,在应急恢复能力、应急指挥调度能力、可持续发展能力和经济效益等四个方面需要提高和优化。The sudden COVID-19 epidemic has exposed many shortcomings and deficiencies in the port emergency logistics system.Taking Zhoushan port of Ningbo as an example,this paper constructed the performance evaluation index system of port emergency logistics system,and adopted AHP and fuzzy comprehensive evaluation method to determine the weight of the index and carry out comprehensive evaluation.The results showed that there was a certain gap between the operation of Ningbo Zhoushan port's emergency logistics system and that of the world's first-class ports.The emergency recovery ability,emergency command and dispatch ability,sustainable development ability and economic benefit should be improved and optimized.
