摘  要:当前,中国环保科技创新还没有有效的管理模式,更没有量化的评价体系。基于DPSIR模型,从驱动力、压力、状态、影响和响应5个方面构建指标体系和权重确定方法,从而建立了环保科技创新评价模型。以国家环境保护水污染控制工程技术(浙江)中心为案例进行研究发现,2013—2018年的环保科技创新综合指数总和分别为0.213、0.530、0.208、0.519、0.587、0.636,2013、2015年的环保科技创新综合指数总和较低。研发投入增长率、年度计划承担项目合同额、研发人员总数、省部级科技获奖次数和技术服务收入增长率是环保科技创新能力提升的重要因素。At present,there is still no effective management mode for environmental protection technology innovation in China,and neither of quantitative evaluation model.Based on DPSIR model,indicator system and weight certification method were established from five aspects of driving force,pressure,state,impact and response to build an evaluation model of environmental protection technology innovation.The case study of the National Environmental Protection and Water Pollution Control Engineering Technology(Zhejiang)Center showed that the sum of environmental protection technology innovation comprehensive index was 0.213,0.530,0.208,0.519,0.587 and 0.636 from 2013 to 2018,respectively,but it was low in 2013 and 2015.The growth rate of research&development investment,annual planning project income,number of research&development persons,number of scientific prizes of provincial or ministerial level,and growth rate of technical service income were key factors for the improvement of environmental protection technology innovation.
