群团改革背景下地方工会改革模式比较研究——以上海、深圳两地为例

摘　　要：在强“三性”、去“四化”目标指导下,2015年群团改革试点开始,中国工会改革再一次拉开帷幕,各地顺应潮流对工会进行了全方位的改革,其中上海、深圳工会改革模式最为典型。虽然两地的改革都是紧紧围绕密切联系职工群众这个关键核心展开的,但由于两地的政策背景、历史传统、资源禀赋不同,其改革模式也有所区别。上海工会改革的基本主题是建设工会大学校、大舞台、大家庭、大平台,积极参与社会治理;深圳工会改革的核心目标是建设中国特色社会主义先行示范工会,提高工会服务维权能力。对上海、深圳工会改革模式异同点进行比较分析,发现新时代地方工会改革的深层逻辑是,以习近平新时代中国特色社会主义思想为指引,坚持服务中心围绕大局的主线,围绕密切联系职工群众的核心,因地制宜探索地方工会改革模式。In 2015,the pilot reform of the mass organizations began.Under the guidance of the goal of strengthening the"three characteristics"and eliminating the"four modernizations"proposed by the central government,the trade union reform once again raised the curtain.Various cities complied with the trend and carried out all-round reform of the trade union,among which,the trade union reform modes of Shanghai and Shenzhen being the most typical.Although the reform of the two cities centers around closely connecting to worker masses as the core key issue,reform modes vary due to different policy backgrounds,historical traditions and resource endowment.The basic theme of the reform of Shanghai's trade unions is to build trade union universities,big theatrical circles,big families and large platforms,and actively participate in social governance.The core goal of Shenzhen's trade union reform is to build a leading trade union model with Chinese characteristics and improve the trade union's ability to safeguard its rights.By comparing and analyzing the similarities and differences between the reform patterns of Shanghai and Shenzhen,the paper finds that the deep logic of the reform of local trade unions in the new era is that we must be guided by Xi Jinping's new socialist ideology with Chinese characteristics,adhere to the main line of focusing on the central task and serving the overall interests,centering around closely to the masses of workers as the core key issue,and exploring the reform mode of local trade union according to local conditions.
