摘  要:为提高鄱阳湖区应对超标准洪水的能力,保障湖区人民生命财产安全和社会长期稳定发展,在鄱阳湖区现有防洪工程体系的基础上,通过对现有防洪工程进行提质、升级改造,并实施湖区现有万亩圩堤单退化,增加了分蓄洪容积;与此同时,优化调整现有的国家蓄滞洪区运用方案,并合理拟定了各级分蓄洪水位,从而形成了有效应对超标准洪水的综合防御体系。研究结果表明:鄱阳湖区新增蓄滞洪区24处,使蓄滞洪区总数达到了225处;按照分级分序分洪的原则运用,有效增加了应对超标准洪水的主动性。Improving the ability of dealing with excessive standard flood in Poyang Lake area is of great significance to ensure the safety of people's life and property and promoting long-term stable development of society in Poyang Lake area.On the basis of the existing flood control engineering system in the area,we propose to upgrade and transform the built flood control system,such as evacuating the residents inpolder dikes in the lake area to increase the flood diversion and storage capacity,optimizing and adjusting the existing national flood storage and detention area operation scheme,and reasonably formulating the flood diversion and storage water levels at all levels,so as to form an effective comprehensive defense system to deal with the excessive standard flood.The results showed that the proposed scheme would increase 24 new flood detention areas in Poyang Lake area,and the total number of flood detention areas reached 225.According to the principle of carrying out flood diversion by stages and sequence,the ability of dealing with the excessive standard flood would be effectively increased.
