摘　　要：《“十四五”全国档案事业发展规划》在聚焦档案事业发展,剖析和体认档案国际传播的基础上,为档案如何服务国际传播能力建设指明方向。全球化时代信任危机和话语困境日渐凸显的背景下,档案具有建设“可信”中国形象的天然优势,并以参与中外高级别人文交流、巩固“一带一路”合作成果、发展档案文献遗产保护体系等为基础,积极参与国际传播能力建设;“十四五”时期,应通过积极推动档案资源建设多元化、创新档案价值实现方式、参与全球文献遗产治理等措施,使档案成为讲好中国故事、传播中国声音,真实、立体、全面地展现“可信”“可爱”“可敬”中国形象的有力抓手。The national archives development plan of the 14th five year plan focuses on the development of archives,analyzes and recognizes the international communication of archives,and points out the direction of how archives serve the construction of international communication capacity.Under the background of the increasingly crisis of trust and the discourse predicament,archives have taken the natural advantage of building a credible image of China and actively participated in the international communication capacity building by participating in people to people dialogue between China and foreign countries,consolidating the achievements of the Belt and Road Initiative,and developing the protection system of archival and documentary heritage.In the period of the 14th five year plan,we should actively promote the diversified construction of archival resources,innovate the way to realize the value of archives,participate in the governance of global documentary heritage and other measures,so as to make archives become a powerful hand to tell Chinese stories,spread the voice of China,and truly,stereoscopically and comprehensively show the"credible","lovely"and"respectable"image of China.
