档案治理视角下“全国档案事业发展规划”的分析及思考

摘　　要：档案治理现正成为档案事业转型发展的主要方向,全国档案事业发展规划作为档案治理的重要政策工具,其战略导向作用应得到充分发挥,因此有必要以档案治理视角切入,对已有规划的结构和内容进行研究,为之后的编制提供建议。研究系统梳理历次全国档案事业发展规划,依据规划形式特征将其发展历程分为计划和规划两个时期,明确规划由背景、指导思想、目标、主要任务和保障措施组成,并基于档案治理能力建设体系对规划内容进行分析。规划的编制流程和体例不断规范化,并逐步调整以适应档案治理的要求,未来应深化制度能力、档案公共服务能力和档案业务能力建设,创新统筹与组织能力和监管能力建设,以及加快社会参与能力和回应能力建设。Nowadays,archives governance has become the main development direction of archival undertaking.As an important policy tool of archives governance,the strategic guiding role of the National Archival Development Plan should be brought into full play.Thus,it is necessary to study the structure and content of the existing plans from the perspective of archives governance and provide relevant suggestions for the future compilation of the Plan.The paper systematically reviewed previous National Archival Development Plans.According to features of their form,the evolution process can be divided into two periods.It is found that the Plan is composed of background,guiding ideology,development goals,major tasks and safeguard measures.Based on the construction system of archives governance ability,the paper analyzed the content of these Plans.The compilation process and structure of the Plans are standardized,which are gradually adjusting to meet the requirements of archives governance.In the future,the plan should deepen the construction of institution capacity,archives public service capacity and archives business capacity,innovate coordination and organization capacity as well as supervision and management capacity,and accelerate the construction of social participation capacity and response capacity.
