摘　　要：失察是盛京地区官员被处以行政处分的主要原因,其作为官员过失的一部分,针对失察官员的处理是规范且固定的,本文根据《黑图档·嘉庆朝》所收录的失察相关公文进行整理研究,首先,对参与失察处理的各个府院衙门以及失察官员进行统计概述;其次,根据相关府衙的公文内容进一步分析盛京地区官员失察处理的发起、议处以及执行程序;再次,对盛京地区官员失察处理的处分和宽免两种结果进行分析探讨;最后,对盛京地区官员失察制度进行总结,以期更多学者可以综合利用《黑图档》来研究问题。The main reason for officials in Shengjing area to be punished with administrative punishment is the oversight. As a part of the official fault, the treatment of the officials who have been found to be in violation is standardized and fixed. This paper makes a study on the relevant documents of handling the oversight offcials according to the " Hetu Dangse Of Jiaqing Dynasty ". Firstly, the government departments and the officials involved in the handling of the failure are summarized;Secondly, according to the official documents of the relevant government, the author further analyzes the initiation, discussion and implementation procedures of the offcials’ failure handling in Shengjing area;Thirdly, the author analyzes the punishment and relief of offcials’ failure in Shengjing area;Finally, the paper summarizes the system of offcials’ failure in Shengjing area, in order to make more scholars study the problem by using "Hetu Dangse".
