摘　　要：以沈阳市土地管理为例,从项目用地评估、存量用地利用、土地监测监管等方面,总结节约用地的具体措施,探讨从政府、市场和社会层面提高土地利用效率的方法,以期为有效保护耕地和合理分配土地提供理论借鉴。Taking Shenyang land management as an example,this paper summarizes the concrete measures of land conservation from the aspects of project land evaluation,stock land utilization,land monitoring and supervision,and discusses the methods of improving land use efficiency from the aspects of government,market and society,in order to provide theoretical reference for the effective protection of cultivated land and reasonable land allocation.
