摘  要:村干部职业化已成为当前我国各地村干部管理体制改革的重要举措,其所形塑的是一种职业化的村干部管理体制。相关研究认为,村干部职业化是通过对村干部激励系统中制度性激励的强化来解决村干部工作动力不足的问题。实地调查表明,兼职化村干部管理体制中非制度性激励的存在使村干部位置对留守在乡村的村民具有极大的吸引力,也是长期以来我国绝大部分乡村依然能够保持较为完整的村干部队伍的重要原因,而制度性激励只是补充。非制度性激励的吸引力源于兼职化村干部管理体制与乡村经济机会的亲和性。近几年,大部分地区的农村之所以弥漫着村干部的不满和抱怨情绪,其原因在于过多的行政任务与有限的报酬之间的不匹配,以及治理资源的匮乏弱化了村干部身份非制度性激励中的社会价值和自我实现价值激励。针对该问题,应当做的不是从根本上否定原有的兼职化村干部管理体制,而是在保留这一体制形式的基础上,有针对性地采取措施并予以解决。The professionalization of village cadres has become the main measure of the reform of village strengthen management system in China,which is a professional village cadres management system.Related research believes that the professionalization of village cadres is to solve the problem of insufficient motivation for the work of village cadres through the institutional incentives in the village cadre incentive system.However,the field survey shows that the existence of non-institutional incentives in the management system of part-time village cadre makes the position of village cadres highly attractive to the villagers in the countryside,and it is an important reason that most of the villages in China can still maintain a relatively complete team of village cadres for a long time,and institutional incentives are only supplementary.The attraction of non-institutional incentive comes from the affinity between the management system pf part-time village cadres and rural economic opportunity.In recent years,the dissatisfaction and complaint of village cadres in most rural areas is due to the mismatch between too many administrative tasks and limited remuneration,and the lack of governance resources weakens the social value and self-realization value incentive in the non-institutional incentive of village cadres'identity.In view of this problem,what we should do is not to fundamentally deny the original management system of part-time village cadres,but to take targeted measures to solve it on the basis of retaining this system form.
