摘　　要：随着新一轮信息技术的发展及其与经济运行方式的深化融合,数字经济已成为"技术-经济"范式下的新经济形态和全球经济增长的新引擎,并取得广泛共识,其在各国经济发展战略中占据重要地位。目前,多个国家、相关国际组织及研究机构对数字经济的话题讨论得如火如荼。但是,关于数字经济的界定没有形成国际共识,对其内涵理解不尽相同,影响了对数字经济的全面认识和后续测算。本文通过辨析和梳理,从宏观、中观、微观三个层面对数字经济的内涵提出了一个新的界定框架,包括宏观层面是指数据价值化和数字化治理;中观层面是指数字产业化和产业数字化;微观层面是指数字化产品和数字化企业。数字经济包括广义、中义、狭义、最狭义四个层次,旨在为中国数字经济高质量发展提供参考依据和智力支撑。With the development of a new round of information technology and its deep integration with the pattern of economic operation,digital economy has become a new economic mode and engine for global economic growth under the"technology-economy"paradigm,and has reached broad consensus,which occupies an important position in the economic strategies of many countries.At present,many countries,relevant international organizations and research institutions have already set off an upsurge of discussion on the topic of digital economy.However,the definition of the digital economy has not formed an international consensus,and its connotation is not all the same,which affects the comprehensive understanding and subsequent calculation and research of the digital economy.Through the analysis and combing of the concept of digital economy,the essay proposes a new definition framework for its connotation from macro,meso and micro levels:the macro level refers to the data value and digital governance;the meso level refers to digital industrialization and industrial digitization;and the micro level refers to digital products and digital enterprises.The digital economy includes broad sense,middle sense,narrow sense and the narrowest sense,aiming to provide a reference and intellectual support for the high-quality development of China's digital economy.
