中国共产党近百年公债政策演进的历史逻辑与基本经验

摘　　要：中国共产党近百年公债政策的演进,经历了新民主主义革命时期的萌芽与产生、新中国计划经济时期的探索与挫折、改革开放新时期的发展与成熟、新时代的优化与完善四个阶段,为新民主主义革命胜利和社会主义建设事业作出了重要贡献,贯穿其中的一条主线是:公债政策始终随着特定时期党和国家的中心任务而发展变化,给我们留下了丰富的历史经验:坚持实事求是的原则、制定科学的公债政策是实现公债发行目标的前提;坚持以广大人民的利益为公债政策的根本出发点;按照社会主义市场经济的总体要求,坚持公债的市场化改革取向;始终重视和维护公债的良好信誉;高度重视防范公债风险。The evolution of the Chinese Communist Party’s public debt policy in the past 100 years has experienced four stages:the germination and emergence of the new democratic revolution,the exploration and frustration of the new China's planned economy,the development and maturity of the new era of reform and opening up,and the optimization and improvement of the new era,which has made important contributions to the victory of the new democratic revolution and the socialism construction.One of the main trends throughout its development is that the public debt policy has always been developing and changing with the central task of the Party and the state in a specific period,which left us rich historical experience:adhering to the principle of seeking truth from the facts and the premise of formulating scientific public debt policy to achieve the goal of public debt issuance;standing on the interests of people as the fundamental starting point of public debt policy;clinging to the market-oriented reform of public debt orientation in accordance with the overall requirements of the socialism market economy;paying attention to maintaining the good reputation and preventing the risk of public debt.
