印俄“战略趋同”:特殊和特权战略伙伴关系

摘　　要：与以政治对抗和军事结盟的传统权力平衡战略(“硬平衡”战略)不同,战略伙伴关系是一种基于力量规范和外交和平的“软平衡”战略。印俄在经过战略疑虑期、战略接触期、战略调整期、战略成长期和战略成熟期后,基于内部逻辑、外部逻辑、历史逻辑和属性逻辑逐渐形成一种介于准盟友和非敌人的策略——特殊和特权战略伙伴关系。印俄可以在加强既有传统合作领域(政治、国防、科技、空间等)关系的同时,继续挖掘在新兴领域(远东和北极、印太、太空、经济、技术转移)巨大合作空间,不断创造新机遇。同时,中俄、美印等大国的关系、印俄双方存在的固有内生矛盾等因素将影响双方“特殊和特权战略伙伴关系”,迫切需要双方谨慎、及时、合理地处理。Unlike the traditional power balance strategy(a“hard-balance”strategy)of political confrontation and military alliance,strategic partnership is a“soft-balance”strategy based on power norms and diplomatic peace.After a period of strategic doubt,strategic contact,strategic adjustment,strategic growth and strategic maturity,based on internal logic,external logic,historical logic and attribute logic,a kind of strategic partnership between quasi-ally and non-enemy between India and Russia has gradually been formed-the Special and Privileged Strategic Partnership.This relationship is facing the double test of opportunities and challenges as well.While strengthening relations in the existing traditional areas of cooperation(politics,defense,science and technology,and space),India and Russia can continue to tap into the vast space for cooperation in emerging areas(Far East and Arctic,Indo-Pacific,space,economy,and technology transfer)and constantly create new opportunities.At the same time,factors like relations between China and Russia,between the United States and India,and India-Russia inherent endogenous contradictions can affect the“Special and Privileged Strategic Partnership”of the two sides,which will require them to handle timely and properly with caution and skill.
