摘　　要：有效应对突发事件是应急管理体系和能力的重要体现。文中结合此次新冠疫情的应对过程,从业务部门与应急部门业务协同、应急管理上下级部门联动能力、政府与社会协同应对模式三个方面分析了我国应急管理体系面临的挑战。在此基础上,从信息化的本质出发,针对如何充分利用采集、传输等设备设施,汇聚和整合相关数据,高效连接供需双方,支撑多种灾害监测预警、应急救援与处置提出应对建议,以信息技术赋能应急管理体系变革与发展。Emergency management system and capacity are important guarantees for effectively responding to emergencies and protecting people’s lives and property.The establishment of the Emergency Management Department means that China’s emergency management system has entered a period of deepening reform in collaborative governance.This paper analyzes the challenges faced by China’s emergency management system from three aspects:coordination between professional departments and emergency departments,collaboration capabilities between upper and lower emergency management departments,and government-society coordinated response models.Also to enable the reform and development of emergency management system with information technology,this paper puts forward suggestions on how to make full use of collection,transmission and other equipment and facilities,gather and integrate relevant data,connect the suppliers and demanders sides effectively,and support disaster monitoring and early warning,emergency rescue and disposal.
