摘　　要：通过对一种新型的政府委托—邻近区域同职能政府部门间的委托关系的考察,发现了地方政府管理中一个具有启迪意义的创新性结果:某地某政府部门就自己职能范围内的某些公共管理与服务,考察、选择邻近区域同职能的政府部门中具有效能优势者,将这些公共管理与服务委托给邻近区域同职能政府部门优势者,达到节约公共管理资源、提高公共管理与服务效能的目的。这一政府管理的创新,对政府再造理论、建设服务型政府和效能型政府理论提出了新的拓展空间。Through the investigation of a new type of government entrustment,the entrusted relationship between neighboring areas and functional government departments,an inspiring and innovative result in local government management was discovered.The result shows,to save public management resources and improve public management and services,a certain government department in a certain place will be inspected and selected among the government departments with the same functions in the neighboring areas with efficiency advantages,and will be entrusted to the neighboring regions with the advantages of the government departments with the same functions.This innovation in government management puts forward a new expansion space for the theory of government reengineering,construction of a service-oriented government,and an efficient government.
