数据规训视域下城市治理的潜在风险及其重构

摘　　要：数据技术在城市空间的多维运用已成必然态势。在治理实践中,作为新兴治理工具的数据技术既增添了城市治理的活力,亦使城市治理面临主体边缘化、客体风险化、介体数字化与环体复杂化等诸多潜在挑战。为了推进城市治理现代化,应基于“城市是人民的城市”的立场,坚持城市空间主体性复归的原则,构建科学高效的城市治理机制、深化数据治理的理性运用及规范技术治理的伦理旨向,以科学运用数据技术为实现城市善治服务。The multi-dimensional application of data technology in urban space has become an inevitable trend.In the governance practice,data technology,as a new governance tool,not only increases the vitality of urban governance,but also makes urban governance face many potential challenges,such as the marginalization of the subject,the risk of the object,the digitalization of the intermediary and the complexity of the environment.Based on the position of“the city is the people’s city”,we should adhere to the principle of the return of urban spatial subjectivity,build a scientific and efficient urban governance mechanism,deepen the rational use of data governance and standardize the ethical purpose of technological governance,and serve the realization of good urban governance with the scientific use of data technology to promote the modernization of urban governance.
